Frequently Asked Questions
What is Measure N?
Measure N is a locally controlled source of funding to support and repair our Sylvan schools. This investment in our schools will allow our students to continue to receive the high-quality education they expect at SUSD schools. Measure N will deliver $70 million in funding just for Sylvan schools.
Why do we need Measure N?
Some SUSD schools were built in the 1960s and need repairs to meet modern academic and safety standards. Our play areas are outdated and need to be upgraded to meet modern safety standards. Congested parking lots and drop-off zones create significant traffic problems that must be addressed. Additionally, to maintain high-quality education for local students, updates are needed to classrooms, science labs, and learning technology, so students graduate with the skills needed for high school and the future.
What specific types of repairs and upgrades could Measure N fund?
Funding from Measure N could be used to:
-
Upgrade classroom instruction in math, science, reading, and writing
-
Provide updated science, technology, engineering, and math classrooms
-
Renovate or replace aging and deteriorating restrooms
-
Equip classrooms with learning technology to prepare students for high school, college, and beyond
-
Develop, construct, install, and improve outdoor play areas including structures, ground surfaces, and building/installing shade structures
How do we know funds from Measure N would be spent wisely?
Measure N would be transparent and include strict fiscal accountability provisions. All funds would be used in SUSD schools only and could not be taken away by the State or used for other purposes. A project list, independent citizens' oversight, and annual audits ensure all funds are spent as voters intended.
Would all funds benefit all schools in SUSD?
Yes. Measure N funds would be locally controlled and would benefit all local SUSD schools. No funding could be taken away by the State or used for other purposes.
How much would Measure N cost?
The projected tax rate for Measure N is approximately $25 per $100,000 of assessed value (not market value) per year. Assessed value is determined by the Stanislaus County Assessor and is often much closer to the original purchase price of the home than to the current market value.
What is the difference between assessed value and market value?
The cost of bond measures is based on the assessed value of properties. The assessed value of a property is based on the original purchase price and may not increase by more than 2% a year, while the market value tends to grow at a much faster rate based on market conditions. Thus, the assessed value is usually lower than the market value, especially if a property was purchased long ago at a much lower price than it could be purchased for today. It is this lower assessed value upon which the cost of a bond measure is based.
Are senior exemptions available?
No. State law does not allow for exemptions to be applied to bond measures. However, because the cost of a bond measure is based on the original purchase price of a home, residents who have lived in their homes a long time have the lowest assessed values and will pay the least toward the cost of a bond measure.
When will I be able to vote on Measure N?
Measure N will be on the November 3 ballot. All registered voters within the Sylvan Union School District boundaries will receive a ballot by mail in early October. Your vote is critical to continue supporting our local schools.
What level of support is required for Measure N to pass?
At least 55% of those voters who cast a ballot on Measure N must vote “Yes” in order for Measure N to be approved.
